    Bargaining Update

On Wednesday, October 31, 2018, the district and CSEA had another productive day at the negotiations table. We bargained the job descriptions and salary ranges for the Campus Attendant and the ESS Recreation Attendant, which are new positions to the bargaining unit effective January 1, 2019.

Additionally, both parties agreed to form a classified evaluation committee to review best practices for classified evaluations and to make recommendations to ensure our evaluations focus on a growth model that will help to further develop our employees' skills and abilities.

CSEA provided an overview of AB1808 – Classified School Employee Assistance Program / Classified School Employee Professional Development Block Grant Program. CSEA brought language for the district to consider. We agreed to meet again on November 29.

CSEA and the district discussed Article 12 – Paid Holidays. Both parties will continue to review this topic and reconvene.

Personnel Commission staff agreed to revise and repost the Classification and Compensation Job Families Study timeline on the district's website.

    Until next time,

On Wednesday, April 25, 2018, the District and CSEA completed negotiations and reached a tentative agreement on salary and benefits. The teams negotiated a three (3) year agreement (July 1, 2017 through June 30, 2020).

Salary Schedule Increases The tentative agreement includes a 4.5% salary schedule increase as indicated below:

    2017-2018

    2%

    January 1, 2018

    2018-2019

    January 1, 2019

Grandfathering of Existing Employees – Restoration of Health and Dental Insurance Provisions Upon Retirement The District and CSEA also agreed to “grandfather” ALL unit members currently employed by the District so that they will once again be eligible for 100% District paid health and dental benefits upon retirement, regardless of the year in which they retire (in accordance with Article 9.2 of the CSEA Bargaining Agreement). Employees hired after June 30, 2018 would not be eligible for such retirement benefits.

We had a very productive day with CSEA and are most pleased that the teams were able to reach a complete tentative agreement and work together in a professional and efficient manner.

The start of the new school year brings the opportunity to establish new practices and routines.  Beginning this year, the Human Resources Department will publish a regular newsletter highlighting the status of bargaining with both Associations.  All newsletters will be distributed via email and will be posted to the District website.  This first newsletter will serve to recap the bargaining actions of the past year.

    Negotiations with CSEA, Chapter 419

Last year, the teams completed collective bargaining for a successor contract (2016 - 2019). There was hope to get the new contract ratified during the summer months, but this was not possible due to scheduling challenges during the summer months. The ratification vote will be scheduled soon.

The following is a list of some of the negotiated changes and highlights:

    • The District shall provide paid maternity leave for up to six weeks or eight weeks (depending on the type of delivery) with no deduction to the employee’s sick leave account
    • Recognition of ESS attendants as part of the bargaining unit starting July 1, 2017
    • CASA (located at Kempton), La Mesa Arts Foundation, and Peter Pan Junior Theater added as additional charities for service fee contributions
    • Language to ensure no unit member shall be discriminated against on account of CSEA membership or business
    • Release time provided for at least one bargaining unit member per department, from each site, to attend CSEA chapter meetings held within the District
    • 1st Aid/CPR and ServSafe trainings provided during a staff development day or during the normal workday and the District will reimburse permanent employees for the CPR class if taken outside of normal work hours
    • Shift differential will be paid at current rate of pay; in the past it excluded longevity
    • Hand tool stipend increased for mechanics
